Christina oversees the Hanover office and various Engineering projects. She has a focus in water resources and environmental permitting with over 18 years multidisciplinary experience on municipal, state and utility projects. Her experience includes office and project management, marketing, and business development.
Keith A. Heindel, LS

Keith Heindel manages overall operations of the HLS survey division as well as operations in our Westminster office. He also uses his 30 years of experience in surveying in Maryland and Pennsylvania to implement and monitor Quality Assurance procedures for the survey division.

Orman Morton III
Environmental Scientist
Orman Morton III has over five years of experience as an Environmental Specialist specializing in stream restoration, wetlands and waterway permitting, wetland delineation, watershed assessment, and water quality. Mr. Morton has successfully completed the Applied Fluvial Geomorphology, River Morphology and Applications, and River Assessment Monitoring courses provided by Wildland Hydrology and Richard Chinn Environmental Training/38 Hour USACE Wetland Delineation Training courses. He has also been a member of the Maryland Stream Restoration since 1996.
Reginald F. Baugher, PLS

Survey Project Manager
Reg Baugher has over 41 years of experience surveying with Hanover Land Services, Inc., and Worley Surveying. Having spent his entire career surveying in the York and Adams County areas, he may be more familiar with various areas and surveys there than anyone currently surveying. Mr. Baugher has completed all types of surveys and prepared numerous land development plans and subdivisions. He currently oversees surveys conducted in Pennsylvania for Hanover Land Services, Inc., and the preparation of survey plans. Mr. Baugher has a wealth of experience working with officials in numerous Townships, Boroughs and Counties gained by attending Planning Commission, Council, Zoning and Supervisor’s meetings for hundreds of private-sector clients, as well as by working closely with municipal staff to develop workable solutions to developmental issues.
Kris D. Raubenstine

Kris Raubenstine is responsible for developing innovative designs and concepts for managing stormwater while complying with regulations for site design, including governing agencies. His environmental sciences background and Civil Engineering experience contribute to the expertise that Mr. Raubenstine shows in preparing environmentally sensitive site designs. Mr. Raubenstine is also a member of the Heidelberg Township Planning Commission
Barry E. Berwager

Barry Berwager has over 35 years of experience in the field of land surveying, working as HLS field survey Party Chief for the past 26 years. His experience ranges from boundary and topographic surveys to percolation testing, obtaining driveway/ roadway sight distances, and control surveys, and he has considerable experience as our busiest construction stakeout surveyor. Mr. Berwager is experienced in all phases of construction stakeout, from dwellings to municipal sewer and water line projects and large scale building construction.
Keith T. Bortner, SIT
Survey Technician
Keith Bortner has over 14 years of experience with Hanover Land Services, Inc. in both office and field aspects of land surveying. He is experienced in all types of survey computations for field crews including construction stakeout (sanitary & storm water systems, buildings, parking lots and roads). He processes survey field data to prepare CADD drawings for boundary computations and topographic mapping. Keith also serves as a crew chief when an additional survey crew is needed. He is experienced in the use of GPS receivers for control surveys and data collection and the use of software for GPS data processing and a wide variety of Total Station and Robotic Survey Instruments. He has completed all phases of surveys and coordinated numerous boundary and topographic surveys, subdivisions, and construction stakeout projects under the supervision of a licensed surveyor.
