MDOT Maryland Port Administration

HLS regularly performs surveys and construction related engineering services at the MDOT Maryland Port Administration (MPA).  Design contracts typically require topographic surveys and existing conditions plans and often include hiring and coordination with a SUE subconsultant.  HLS also performs construction stakeout, inspections, as-built plans, and certifications.  All HLS staff performing MPA on-site services are TWIC certified and HLS field vehicles are badged by the MPA.  Representative projects include:

MPA Contract NO. 518827C, Miscellaneous Engineering Services – Dundalk Marine Terminal Resiliency and Flood Mitigation, 30% Design for Sea Curb – Located and verified existing survey control and performed a topographic survey to locate existing features within a 30’ wide strip along the perimeter of the Port (Broening Highway).  Hired and coordinated with a Subsurface Utility Engineering (SUE) subconsultant to meet the project requirements.  Survey data was processed and plans prepared using Inroads software with MicroStation, V8i.

MPA Contract NO. 518827A, Miscellaneous Engineering Services – 1st Street Box Culvert – Located, verified, and established survey control.  Performed a topographic survey to locate existing features and wet utilities (storm drains and other visible surface utilities) within the project area (70-80 acres).  HLS hired and coordinated with a SUE subconsultant to detect, mark, survey, and map the dry utilities. HLS office staff performed computations and provided a MicroStation, V8i format drawing of the project area including all dry and wet utilities.              

MPA Contract NO. 518818, Stormwater Management Improvements Masonville, Fairfield and South Locust Marine Terminals Improvements – Worked the prime construction contractor and provided a field survey crew and associated office computations for construction of 2 wet swales, 3 gravel wetlands, slope stabilization and a sand filter.  Survey work included recovering and verifying existing control, staking offset points, and cut sheets.  HLS was also contracted to perform SWM as-built inspections, plans, and Engineer’s certification of each facility.

MPA CONTRACT NO. 515827C, Miscellaneous Engineering Services – Performed a topographic survey to locate existing features and prepared existing conditions plans.  This contract included locating the pavement edge, structures within 10’ of the water’s edge, and other pertinent improvements.

MPA CONTRACT NO. 515827A, Miscellaneous Engineering Services – Located and verified existing survey control, performed a topographic survey to locate existing features and created an existing conditions plan.  Work included locating the pavement edge, structures within 10’ of the water’s edge, and obtaining pavement elevations to define the drainage pattern.

MPA CONTRACT NO. 503001A, Miscellaneous Engineering Services – Fruit Pier Slip Infrastructure Final Design – South Locust Point Marine Terminal – Located and verified existing survey control, performed a topographic survey to locate existing features and prepared and existing conditions plan.  Work included locating the pavement edge, structures within 10’ of the water’s edge, and obtaining pavement elevations to define the drainage to inlet I-3.

Seagirt Marine Terminal Entrance – Provided a field survey crew on weekends & office technical support to locate and verify existing survey control, performed a topographic survey to locate existing features in the area of the truck inbound and outbound lanes, and prepared an existing conditions plan for design engineer.

Various surveys at MPA Vail/New Vail St. – Provided field personnel and office technical support to locate and verify existing survey control, performed a location/topographic survey to locate existing features, and prepared an existing conditions plan including CSX gate area.  The topographic survey included locating the pavement edge, structures within 10 ft of water’s edge, and obtaining pavement elevations to define the drainage pattern.

MPA CONTRACT NO. 509909, Engineering Services, Survey (SBR) – Provided a survey crew and office technical support for control recovery/establishment and topographic/existing conditions data collection surveys of 2 existing rail yard sites containing approximately 4.5 acres of existing rail sidings and paved lots.  Provided a survey crew for GPS observations of survey control points while coordinating with survey staff from three other contracted survey firms.
